Capital Region Service Commission – Planning & Development Division

Capital Region Service Commission (CRSC) is a Planning Commission providing a variety of Planning, Development and Building Inspection services in the Central NB area. We provide services to 10 new Municipal entities and a large Rural District. Our offices are based in Fredericton. We provide a very competitive wage and benefit package to our employees.
Responsibilities include:

  • Developing rural plans for unincorporated areas as well as municipalities;
  • Consulting with the public & liaising with government departments;
  • Preparing zoning confirmation & compliance letters;
  • Preparing public information concerning rural plans & land-use planning;
  • Drafting & reviewing by-laws and background reports as part of developing rural plans;
  • Leading working groups for rural plans;
  • Prepare and present planning reports to the Planning Review and Adjustment Committee (PRAC) and Council, including attendance at meetings;
  • Liaison with Local Service Districts as well as municipal councils;
  • Maintain effective and co-operative liaison with developers, consultants, Council, municipal staff, provincial ministries and agencies, and the general public;
  • Other duties that may be assigned by the Director of Programs.

Applicants must have:

  • Candidates must possess at minimum an undergraduate or master’s degree in planning, urban or rural planning, or a similar program from a recognized post-secondary institution;
  • Full membership in the Canadian Institute of Planners in good standing;
  • Ideally, candidates should have at least five (5) years of experience working in a municipal or provincial planning setting, focusing on interpreting planning rules, regulations, and provincial legislation. Preference will be given to those with experience working directly or indirectly with a municipal government organization, or a combination of formal experience and lived experiences;
  • Due to the nature of this position, candidates must have exceptional reading and report writing skills, be comfortable and effective in facilitating and presenting public presentations and information sessions to people of various education and interest levels, adept at dealing with difficult people, and able to discuss complex matters in simple terms tactfully and respectfully. Proficiency with Microsoft Office and comfort working in a fast-paced environment, often under public pressure, are essential. This position will occasionally require work outside of normal office hours, including evenings and weekends;
  • Valid NB Class 5 driver’s licence or provincial equivalent;
  • A reliable means of transportation is required for site visits and between municipal offices and facilities
  • Familiarity with development approvals process, sustainable community design, and stakeholder engagement and planning policy;
  • Demonstrated abilities in multidisciplinary teamwork;
  • Strong communication, report writing, organization and interpersonal skills.
