The PEI Department of Agriculture and Land aims to encourage the development of an innovative, diverse and inclusive workforce which enables the organization to realize its goals. The Property Development Officer is a front line technical regulatory person for the daily administration and enforcement of the Planning Act (and Regulations), the Roads Act (Highway Access Regulations) and the Water Act (Sewage Disposal Systems Regulations). The position assists owners/operators with onsite sewage disposal system assessments and remediation measures.  They also issue approval for subdivisions up to 5 lots, development proposals, permits for highway access and, permits and installation inspections for sewage disposal systems.  With these decisions, the Property Development Officer ensures that regulations and codes adopted for the protection of public health and safety and protection of the natural environment are ensured and enforced.
Duties will include:
•    Processing of applications for subdivision approvals, development permits, highway entrance-way permits and sewage disposal system permits.
•    Interviewing applicants and providing advice, guidance and rational for legislation and regulatory requirements for all subdivision and development approvals.
•    Providing technical interpretation of six sets of provincial regulations from five Provincial Acts including the Planning Act Subdivision and Development Regulations, Roads Act Highway Access Regulations, Water Act Sewage Disposal Systems Regulations, Lands Protection Act Land Identification Regulations, Water Act Watercourse and Wetland Protection Regulations/Environmental Assessment Fees Regulations.
•    Researching and evaluating for all subdivision and building development information required in the approval process.
•    Conducting site inspection to evaluate site suitability for subdivision, development and sewage disposal systems.
•    Preparing background information for regulation enforcement by notice, warnings and Summary Offence tickets, when required and preparing evidence for legal action and the laying of charges for violation under the Act and Regulations.
•    Ensuring regulatory compliance with Provincial Regulations respecting on-site wastewater systems.
•    Auditing of on-site disposal systems and liaison with appropriate parties concerning the construction and design of on-site systems as well as the enforcement of the Water Act, Sewage Disposal Systems Regulations. Investigation of failures of on-site sewage systems in conjunction with other staff, as well as assessment of appropriate corrective measures for the protection of public health and safety.
•    Preparing written reports on on-site sewage disposal systems investigations.
•    Providing compliance and investigation support to other Department’s land use related issues on a case-by-case basis.
•    Other duties as required

Minimum Qualifications:
•    Degree in Urban and Rural Planning or Environmental Science supplemented with experience in a related field or  certificate or diploma in Urban and Rural Planning of Environmental Science supplemented with considerable experience in a related field, with specific knowledge in on-site sewage disposal systems as well as demonstrated additional course work in property law, presentations. surveying, resource or land use planning.
•    Demonstrated equivalencies will be considered.
•    Must have knowledge of the Planning Act Subdivision and Development Regulations, Water Act Sewage Disposal Systems Regulations, Roads Act Highway Access Regulations, Lands Protection Act Land Identification Regulations, Water Act Watercourse and Wetland Protection Regulations.
•    Experience with computers, word processing and database programs.
•    Must be eligible to be a Commissionaire of Deeds and Oaths.
•    Must be eligible for certification in the Island Technology Professionals (ITP) association.
•    Strong communication skills are required.
•    The successful applicant must provide a satisfactory criminal record checks prior to beginning employment.
•    Must have a valid driver license and access to a reliable vehicle
Other Qualifications:

•    Knowledge of IRAC appeals process, and subdivision and development approval process will be considered an asset.
•    Experience in the administration of subdivision and development permits (private, municipal or government) will be considered an asset.
•    Experience in the administration, interpretation and enforcement of regulations considered an asset.
•    Knowledge of summary offence tickets, appeals and court cases considered an asset.
•    Training and experience in on-site sewage disposal systems including soil suitability and site evaluations considered an asset.

Preference will be given to UPSE Civil Employees as per the UPSE Civil Collective Agreement.
